Title: Safe Mixing of Nitric, Hydrochloric, and Ferric Chloride

Hello everybody,
I need to produce a solution that is (by volume) 2.3% concentrated nitric, 66% concentrated hydrochloric, and 27% concentrated ferric chloride. In other words, for nitric for example, 2.3% of the volume is of 68% nitric, not 2.3% by volume total. Anyway, what is the best way/proper order to produce this solution? I know when mixing nitric and HCl by themselves, you add the nitric to the HCl, but what would the proper order be including the ferric chloride? Thanks in advance!

Use iron chloride first add the hydrochloric and then the nitric.
For what do you need this mixture?

We are trying to produce a stainless steel etchant for aerospace applications. This was one of the recommended formulations we were given.
