It is illegal for men and women over the age of 18 to have less than one missing tooth visible when smiling. how foolish it is!

Heh.  Well, with the beuracracy of the government here in the USA, the amount of money it would take to remove these "dumb laws" just isn't worth it.  In every state there are a LOT of just stupid laws that have existed for a while, but are cheaper to just ignore than officially have them removed.
