Title: Dilution of 7% H2O2 Solution to 3%?

How would I dilute 3 ml of 7% Hydrogen Peroxide to make a 3% solution? I suppose I only need the water amount in ml. Thanks for your time.

It doesn't have to be exact, but pretty close. 3 ml water added would be 3.5%, so, what, add around 3.5 ml water total?

On the particle side of things. If this 7% H2O2 solution you have was made up any significant amount of time ago, it is less the 7% by now.
