Title: Nomenclature priorities

Can someone please explain why the attached image has carbons with priorities of 2 and 3?  I have tried a few online tools, but they cannot explain which carbon is the first carbon in the ordering of the chain.  The rest of the nomenclature makes perfect sense, but I would think the 2's and 3's in the picture ought to be 1's and 2's.

The heteroatom in the epoxide ring is counted as 1
