You have to attempt the problem.

Calculate a new concentration and take into account NaOH is a strong base.

if 0.4M NaOH means the quantity of matter,then C(hydroxyl)=0.4/2=0.2Mol/L
Ph=14-POH=14+lg0.2=13.3010

0.4M NaOH is diluted from 0.025L to 2L.

Concentration of diluted NaOH = 0.4 / (2/0.025) = 5 x 10-3

this should help you out.
