Why is ClO3- more reactive than ClO4-?

for example:

oxidation state chlorine in chlorate: +5, in perchlorate +7;

Electronic Configuration of Chlorine: [Ne]3s23p5, or 7 electrons more than [Ne], therefore +7 would be more stable than +5
