You are neutralizing the moles of HCl. If you add water does this change the moles of HCl present in the flask?

Then it's the number of moles of the two substances that matter most, not necessarily of their concentrations?
We can determine the number of moles simply by referring to a balanced chemical equation?

moles is all that matters. Looking at a balanced chemical equation will tell you nothing about the amount of moles in an unknown, unless you do an experiment to determine it.
