1.i want to make benzoat 0,16 mol/L liquid from benzoic acid  (technical grade, solid). How to measure it...?

Well, first, "benzoat" does not exist in the world. I think you are writing "Benzoate".
Second, benzoate is anion, you want to prepare ion? You must tell us what kind of benzoate you want.
E.g. sodium benzoate, Na(C6H5COO)
      methyl benzoate, CH3(C6H5COO)
      potassium benzoate, K(C6H5COO)
      copper benzoate, Cu(C6H5COO)2
Then, with the equation below, benzoate can be formed.
                 C6H5COOH -------> (C6H5COO)-  +  (H)+
C6H5COOH is Benzoic acid
(C6H5COO)- is benzoate ion charge negative
