In a chemical element, sum of element valence with hydrogen and the maximum of element valence with oxygen is 8.
Example:
With Sulfur
The element valence with hydrogen is 2
The maximum of element valence with oxygen is 6
Sum is 8
Why?

Your wording is confusing.
I think you will find the answer to your question if you look up "octet rule". Either in your book or online. Not just the rule it's self, but why.
