How accurate are your measured integrals? These add up to 23, but the empirical formula has only 8 protons, but with three environments and 5 sets of peaks - I'm very confused? Do you perhaps mean a ratio of 7 to 2.9 to 1.4 (with some of the colons being decimal points, the others not so)?

If so, then perhaps find a common factor of 7, 2.9 (ish) and 1.4 and divide to find an empirical formula of sorts.

What solvent are you using? Is there any coupling evident? How broad are the peaks? I can think of several compounds that may fit, but would need more information to be more confident in eliminating possibles.
