What is the minimum potential difference for this to happen? If it is reliant on other conditions besides potential difference, what are they? Thanks.

water has a high dielectric constant, so forget about electrolysing water. electrolyse dilute sulphuric acid instead. essentially, water is broken down in the process as well.
