Let me rephrase my question! can anyone help me explain why in a molecule of acetic acid, one of the methyl hydrogens is eclipsed with the C=O bond? This question is driving me nuts and I'm not sure I can explain it properly.

What do you think about the barrier to rotation about that C-C bond?
