The highest possible oxidation state for the halogens is +7, and the lowest possible is -1.
Which of the following could not dispropotionate?
I-
H5IO6
BrO2
HClO
I2
I don't get the point.

What does disproportionate mean?
Consider meaning 2 at
http://en.wikipedia.org/w/index.php?title=Disproportionation&oldid=152337922
.
Apply the concepts to each of your halogens in the compounds listed.
