What are the chemicals used/generated in the manufacturing of PVC?  So far I have found;
Metals – lead and cadmium
Volatile organic compounds (VOC) – vinyl chloride and ethylenes    
Semi-volatile organic compounds (SVOC) – phthalates
Dioxins

I know that in polyethylene production, free radicals formed by CCCC-O-O-CCCC catalyse polymerisation, I wonder if it's similar for PVC or if it's the Dioxins.

Also, is your starting point Ethylene (Ethene)? In that case HCl is needed to saturate the molecule and add a Cl to one of the C atoms. (Plus an AlCl3 catalyst a and some heat, thanks wiki)

I think your approach is more industrial than theoretical though...

Sorry if I can't be much help... I usually just spout my most educated guess in the hope that Arkcon or AWK comes along and corrects me if needed, ha ha. I am in awe of their member status.
