When writing the equation for a net cell reaction, after you add both the reduction and oxidation formulas do you have the balance the formula and the charges including the gained and lose electrons(e-)?

of course. The reaction is only balanced if there is no net change in charges.

electrons are only present in the half cell reactions; in the net cell reaction they should cancel out.

reactant: 3 * 1+  = +3 charge
product: 3 * 3+ = +9 charge

so no, they aren't balanced
