malonic ester synthesis

when making substituted acetic acids from malonates is it possible to used aqueos sulphuric acid instead of aqueous HCL to decarboxylate a diester?

I want to do the following reaction using sulphuric acid instead of HCL:

PhCHCHC(CO2Et)2     +  HCL  +  heat  =   PhCHCHCOOH

would that work?
