Normally I would just use a glass syringe, but a plastic pipet is more readily available, and i need an accurate measure of 12.1 M HCl, would using something like a pipetman work if the transfer is quick?

No problem - the plastic pipets are usually made by polyethylene or polypropylene which are abs stable against most the conc acids.

Would one have to worry about vapors from the HCl going into the pipetman and messing it up?

Haven't done it before, but I definitely wouldn't recommend using a pipetman for just that reason
