does benzylic bromination by N-bromosuccinide (NBS) in the presence of benzoyl peroxide need a hydrogen on the benzylic carbon, or can it be a quaternary carbon. Thanks

Benzylic bromination relies on benzylic hydrogens. Draw resonance structures for the intermediates of both reactions and you'll see why.
