why is the amount of gibbs free energy an indication of the reactivity of the compound

The gibbs function is a way of assessing whether a certain isobaric-isothermal change is energetically favourable or not. If 2 chemicals have a negative gibb's energy change for a certain chemical reaction, then they r not necessarily reactive because the reaction can be infinitely slow.
