Is it ok to say that when measuring volume of oxygen produced by an enzyme controlled reaction, a (ml) measuring cylinder is more precise then a (cm) measuring cylinder??

do you mean a cm3 cylinder?

If so, what is the relation between liters and meters?  Is there a way to convert from one unit to the other?

If not, we need more info.

Also what is the definition of precision, and how does that relate to the device you're using to make the measurement?
