histamine from histamine chloride?

How to get free histamine from histamine dichloride?
From Merck Index,
Solubility of histamine - water, alcohol, chloroform.
Solubility of Histamine dichloride - water, alcohol, sparingly in ether (no info on chloroform)

I have tried to extract
1) histamine from water with dichloromethane in the presence of trithylammonium chloride. Acetonitrile, MeOH solvents were not chosen since they are miscible in water.
2) histamine from histamine dichloride and potassium carbonate in THF. Rotovapped the extract and no histamine was obtained

Could you suggest other ways or modifications to obtain histamine only. (I feel the issue is because histamine is soluble in water).

What do you have experience in using? Perhaps you need a stronger base or something? What kind of scale are you looking at?
