can free radicals formed by halogen bulbs be harmful to humans? if so, then how much damage could they cause?

The free radicals formed recombine in the bulb with other reagents so you don't build-up radicals in these bulbs. If radicals were to escape they would most likely be oxidized by the ambient air before they ever reached you to threaten your health.
