Synthesis Problem

Hello, I am having a bit of trouble with this problem.

I'm not exactly sure what to do with the Nitrogen group.  Should I substitute it into the ring?  I don't think this is correct because it isn't a benzene ring.  However, I think that Nitrogen is the nucleophile due to the lone pair of electrons and its electronegativity.  I'm unsure of what it should attack.
