How could I make either
a. a binary type liquid that is would dry to about the same consistency as upholstery foam
b. a single liquid that would air dry; perhaps with voc to above specs?
Any ideas?

Upholstery foam is made from a two part mixture (actually its more than two).
Google polyurethane foams.
