Detection of alcohols in non-polar solvents?

Ok, so starting this January, my state is allowing ethanol free premium gasoline, but it's not a requirement, so they can still sell premium gas with ethanol in it.

Is there a simple reagent based test that can detect the presence of alcohol in non-polar solvents, such as gasoline?

It needs to be able to differentiate none/ppm level against several percent or more
