How does Borax make paint flot on top of water

How does Borax mare water soft. Also, I have been doing a little experiment on Swirl Painting and I'm trying to find out how does Borax makeAcrylic Enamel paint float on top of the water? Im having bit of trouble because some of the paint sinks. There has to be something else I need to ad to the water with Borax to make the paint float?

Any help would be greatly appreciated

   Hello and thanks for the answer. Sorry but I understand that part but I’m looking for the answer on ( Do you mix anything else with it that makes it float? ) Any idea on how it’s done. I know the water   has to be around 70 F and some of the paints out there do not work well, or at all. Any idea why this is?
     ???
I would be glad to donate if anyone can figure this out.
