Redissolution of hidroxydes and Carbon as reducing agent

Hi there!

I need some help with these reactions I did on the lab...

On one hand:

Sn(OH)2 + Na OH -->

Pb(OH)2 + Na OH -->

Why the precipitate redissolves?

and on the other hand:

PbO(s) + NaCl(s) + C(s) -->

With high temperature during 2 hours. It should form lead and carbon oxidises... could you tell me the balanced reaction?
