Help Developing A Masterbatch

We want to produce a masterbatch that will have between 25% and 50% active ingredients in a carrier compatible with HDPE (and other PE). The active ingredients are two compounds, neither of which is polar, both are powders, both are difficult to handle (aversives), in a ratio of 90% and 10%, so that the masterbatch will be composed of 45% and 5% actives and 50% carrier. The percent of actives could go as low as 25% if necessary.

The molecular formula for the higher concentration active is C28H34N2O3.

The molecular formula for the lower concentration active is C17H27NO3

Our question is what can be used as a carrier and how would we process these materials to get flakes, pellets or prill that can be handled?
