In the picture, will carbon 4 or 6 appear more downfield on a C¹³ NMR spectrum.  They are both one carbon away from a nitrogen, I am guessing 4 but I have no logical reasoning for this answer.

Too close to make a useful guess I reckon. You should be able to find out with a COSY, that H at the 3 position should be easily the most deshielded.
