Do basic substances prevent corrosion?

I am currently wondering if these three materials:
Paint, Soap, and Cooking Oil
can be used to prevent the corrosion of copper or the rust of iron.
Is anybody able to help me confirm that those three prevents any process of corrosion?

Definitely not soap as oxygen is, obviously, a major constituent.
