Is this correct? I was under the assumption that achiral meant the carbon bared 2 identical substituents.

Then why would you chose A as the answer? Each carbon on that molecule has 4 different substituents

Compound I is a "meso compound"
http://en.wikipedia.org/wiki/Meso_compound
If you rotate one end of that molecule, you can see that there is a mirror plane symmetry passing by the middle of the C-C bound. If there is a mirror ---> not chiral
