DESIGN OF AET Type heat type heat exchanger

I got to do the thermal design check for an AET type heat exchanger for which preliminary design done by customer. I found the design is Ok as per his parameters. Now the problem is as follows. After I have done the mechanical design, I found that the shell diameter required to accommodate the floating head is significantly higher than what customer has predicted. Then I rechecked the thermal design with new diameter and found the existing area is insufficient due the large clerance between shell and and bundle. I even used 5 pairs of sealing strips. But no use.

Can anybody tell me is there any other solution to the problem so that existing number of tubes can be used without changing length or tube sidepasses
