I'm looking for a way to turn sand in to a material which can be poured and when it sets (at room temperature) it has the following properties:

1. Strong (like concrete)
2. Fire-resistant.
3. Good thermal insulator.
4. Safe (non-toxic)

I've seen some information about polymeric additives but I'm hoping someone on this forum is knowledgeable about this and can give me some suggestions.
