I was doing some thinking about how many companies are trying to create hydrogen powered vehicle from H2O nowadays with the only by product as oxygen and moisture. With the depletion of our ozone layer at hand is it possible to create a chemical compound that when burned will release o3 at safe levels to help restore our ozone level??

To the best of my knowledge, there is no compound with the molecular structure H₂O₃.

Also, there are already fuels that create ozone when burned.  In fact, normal gasoline will create ozone when burned.  However, this is not a good thing.  While ozone in the upper stratosphere will help protect us from UV radiation, ozone at ground level is known as smog.  Because of ozone's reactivity, it is unhealthy to breath and can aggravate the respiratory problems of those with conditions such as asthma.  Also, since ozone is unstable, ozone produced at the ground level does not make it up into the stratosphere to help replenish the ozone layer.  So most people try to make fuels which avoid the production of ozone.

If you WANT to make some ozone, although not recommended because of aforementioned reasons, a spark will work. For best results do a google search for a "marx generator" and make one. The high voltage output is great for ozone...
