Hardchrome plating is usually done with chromic acid. With chromic acid you won't need a chromium anode. Lead will do fine.

To get a smooth chrome surface the object needs to be nickel plated beforehand to cover any imperfections. Nickel plating is usually done with Watt's bath.

How to get the required chemicals? That depends where you live.
