Balancing skeletal equation

I had a test and I missed this question, I'm just trying to figure out where I went wrong.

Balance the skeletal equation in basic solution:
MnO4- (aq) + Cl- (aq)  :rarrow: Cl2 (g) + MnO2 (s)

My answer was: 2MnO4- (aq) + 2Cl- (aq)  :rarrow: Cl2 (g) + 4MnO2 (s)

Was I supposed to inventory the ions and then write a net equation?

If you look at your answer, you'll see that the charges are unbalanced.
