In most public examination, is there any difference in terms of meaning when it says "A is titrated against B" or "B is titrated against A"?

For "A is titrated against B", does it have any implication that A or B is in burette?

B will be the titrant, which is the standard solution. It is the standard that goes in the burette (conventionally, not that it matters).
