Non glowing powder?

Hello,
I am trying to find a powder that I can use in the restoration of old watch dials. I use glow in the dark powder (Silicate-Aluminate Oxide Europium Doped) but on some older watches I don't want the powder to glow.
Could you recommend a similar non-glowing powder without the following attributes?
Translucent
Available at 35-45 microns.
Possible to dye/tint.
Not water soluble.
Does not crush/break down easily.
Cheap!
Any ideas much appreciated!

There is a number of materials which fit you Description: Quartz, Titanium Dioxide, Alumina, Kaolin, Fluorosil and so on. How do you bind the material, is it glue or sintering?
