Which oil?
"Oil" in reference to petroleum chemistry, is a wide mixture of compounds whose only similarities are that they are almost all hydrocarbons and have approximately the same boiling points.

said, dropping the word 'oil' as a starting material is certainly a weird wording for an organic synthesis question. At any rate, Wikipedia has a pretty lengthy article on internal cyclopropanations. How you're supposed to get the appropriate starting material from petroleum is a task for you.
