I normally access all the journals I require through ISI Web of knowledge through my university. However the uni systems have been down for a week and I have an important report to write.

Does anyone know any ways of accessing journals for free through other websites?

I've found that Google Scholar tends to have things for free somewhat more often than other databases. Unfortunately, I don't know what to suggest for getting access to everything you need without doing it through your university...but google scholar could be a decent starting point for the interim.

go to another college in the same area you are located that has a reciprocal library agreement.

ACS members get 25 complimentary free issues of ACS journals per year.  Go to www.acs.org and log in (you may have to sign up if you don't have an account), click on the "journals" tab, and find the article of interest.  Upon trying to download it, you will be informed that you don't have access, but there's a button to click if you want to use your complimentary copy option.

Unfortunately, it only works if you're a member, and only on the ACS journals.
