Combining two surfactants to get the desired HLB number

Lets say you want to make a stable water in oil emulsion and the water (or hydrophilic compound) has a desired HLB number of 4. Lets say you have a few different surfactants to choose from, A, B, C and D, with HLB numbers of 2, 3, 6 and 8 respectively. Does it matter which surfactants you select to obtain the desired HLB number? For example I could make a mixture of 80% surfactant B and 20% surfactant D and get a HLB number of 4:
(0.8)(3) + (0.2)(8) = 4
is that all I have to do? Or do I have to consider more than that. For example, I could have made a mixture using only low HLB surfactants, A and B. Does it make a difference?
