I'm sorry no one has helped you yet, but your application is a little more complex than you claim, and a little to uncommon for everyone to jump in. First off, what we call "iron oxide" is a variety of substances, ferric and ferrous, mixed oxides and hydroxides and even varying crystal forms of the same substance.

'Tho I gotta say, I don't know where you get 'urgent' from. If you urgently need a paint pigment, buy some. If you urgently need to remediate mine waste, do so according to industry and government environmental standards, even if you don't get paint pigment. Kudos to you for trying to make something useful out of some waste product, but we'll have to see if this is really practical, or even possible, first.
