Third endpoint of titrating phosphoric acid

Why is the third endpoint of phosphoric acid, when titrated with sodium hydroxide not measurable?

In which pH range you will find this end point?  Or in other words which pH has a solution of Trisodium phosphate? pkB point also gives a hint.
