Question about something my bio professor said in class

According to my bio professor today, "A drug is an acid if there are protons above the pKa and it is basic if there are protons below the pKa."

I'm a little rusty on my acid/base chemistry but I'm fairly certain that's wrong isn't it? Her definition of the base is correct because that would be the conjugate acid of the base. But her definition of an acid is wrong right? If there were protons above the pKa that would mean the acid had no conjugate base?

Am I crazy?
