May I know why the ethanol and brine helps in emulsion breaking of polar and non-polar solvent?

It really does depend on the actual chemical properties of the emulsion's components.  Hard to know weather you mean an industrial emulsion, or a food stuff.  But there's the beginnings of an insight here: http://en.wikipedia.org/wiki/Emulsion#Instability  If you knew the components of the emulsion, you could see how the brine or ethanol would help mediate some of the mechanisms detailed there.

Ethanol is bi polar isn't it?  It is a solvent for positive and negative ions.

That's correct.  And I suppose being two things, bi- is an appropriate prefix.  But I believe bipolar is an adjective reserved for a psychological disorder. ;D
