Need help with a few questions.

Hi, I'm new here and have a few simple chemistry questions (I was never strong in chemistry).

1) What chemicals/ingredients can lower the freezing point of water (except salt and alcohol and other flammable items) and is environmentally safe/biodegradable. I was thinking about dish detergent or the likes, but would like more options.

2) What chemicals can make a liquid into a gel like format, that is biodegradable and not flammable.  Something like ultrasound gel or even Jello.  I've thought about Gelatin as well.  It cannot be slimy or sticky.  Needs to be able to come off the surface nicely without too much mess.

#1 and #2 need to be able to combine together to form something like a gel ice pack (not freezable), but cannot be flammable and has to be biodegradable without being slimy or sticky.  It also needs to be in a gel like format when cold or room temperature.

Or maybe even in a liquid form like a thick soap, but not a fluid state form.

Maybe something like ketchup or mayonnaise
