If you want to perform the above synthesis, does it matter if it is anti-dihydroxylation or syn-dihydroxylation since there are no potential chiral centers anyway?

My solutions manual said to use OsO4, NMO as the reagents (syn); I initially thought of using MCPBA/H3O+ (anti)

Why are you talking about du-hydroxylation? Have you missed out an OH somewhere?
Anyway it does not really matter how you do it OsO4/NMMNO is ok.
Development Chemists do it on Scale, Research Chemists just do it!
