Oxidation of alcohols – substituting CH3COOH ?

In the oxidation of alcohols using bleach, Sodium hypochlorite ( NaOCl ) and Glacial acetic acid
( CH3COOH ), does the glacial acetic acid act as a catalyst cum reaction participant and can it be substituted by other organic acids such as Citric acid or equivalent amount of mineral acid such as dil HCl ?

CH3COOH  +  H2O   ::equil::  CH3COO-  +  H3O+

NaOCl  +  CH3COOH   ::equil::  HOCl  +  CH3COO-Na+

NaOCl  +  HCl   ::equil::  HOCl  +  NaCl  ?

Cant find any answer to the above on the internet.
