Hand Warmers

Hey guys. So I recently dis some research on how  to make home made hand warmers using iron powder, salt, cellulose, carbon and water. Is there anyway I can make this so the  oxidation reaction only  starts when I expose it to oxygen. I'm thinking I will have  to make it in a ziploc bag. Is  there anyway to make this hand warmer in a ziploc bag without it being exposed to oxygen

I thought most hand warmers had to be crushed to activate, which implies that some of the chemicals are kept separate until use.

Does most water sources have dissolved oxygen?

Keep the water in a plastic bag. When the bag is squeezed, it blows and wets the iron.
