Increasing water's solubility properties

Is there anything that can be added to water to increase its solubility properties... Not including changing heat or temperature.. I'm looking for a safe non volatile polar solvent, with greater a greater solvent properties than plain water if only by a small amount

You're going to have to specify your solutes as well. There are going to be very few cases where a polar substance dissolves better in a polar liquid other than water.
